Those contemplating submission of a proposal are encouraged to submit a White Paper by April 12, 2019, before submitting a proposal. Submission of a White Paper before a proposal allows earliest determination of the potential for funding and minimizes the labor and cost associated with the submission of a proposal that may have minimal probability of being selected for funding.

ARI has identified the following five domains as particularly germane to its basic research needs. This list is neither comprehensive nor exclusive and ARI is especially open to proposals that combine or cut across these domains. Furthermore, proposals that adopt multi- or interdisciplinary approaches to research questions are encouraged.
These domains include:
1. Personnel Testing and Performance
2. Learning in Formal and Informal Environments
3. Organizational Effectiveness
4. Leader Development
5. Culture

This BAA is a continuously open five-year announcement valid throughout the period beginning 30 April 2018 and ending 29 April 2023.
