Eligible entities include state health departments, U.S. territories, or their bona fide agents (includes the District of Colombia). A state health department or territory must: Demonstrate use of the national ESSENCE platform for their syndromic surveillance data management on or before the application due date. Collect and access data on a minimum of 75% of ED visits occurring in their state at the time of application.
