(p. 3)  Primary organizations can submit 2 applications in response to the NOFO. If an applicant organization chooses to submit multiple applications to this NOFO, it is the responsibility of the applicant to demonstrate the competitiveness and uniqueness of each application.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects focusing on the synthesis and dissemination of evaluative research and learning materials for the democracy and rights community.
DRL’s goal is to build a portfolio of evidence to further identify democracy, rights and labor rights program strategies that are effective. DRL’s Evaluation Innovation Fund is an initiative that seeks to contribute to our office’s ongoing mission—promoting democracy, protecting human rights and international religious freedom, and advancing labor rights globally—by supporting applied research and evaluation to improve projects overseas. DRL’s objective is to support applied research and learning projects that generate evidence on what works and why related to democracy, human rights and governance (DRG) programming. Within the proposal, the applicant should demonstrate how they will develop a publicly available platform that practitioners and evaluators in the democracy and rights community see as a reliable and accessible source for sharing and learning.
