Eligibility: DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.  

Note: Many Dept. of State, Bureau of Democracy, Human Rights and Labor (DRL) programs are limited to one application per organization. The UIowa OVPR asks prospective University of Iowa applicants to limited DRL programs to email as soon as possible a one-page abstract of their proposal with a link to the program of interest to Ann Knudson ann-knudson@uiowa.edu   at UI International Programs Grants Administrator, with a cc to Cheryl Ridgeway cheryl-a-ridgeway@uiowa.edu  in the UI Office of the Vice President for Research. Please send this email at least 30 days in advance of the deadline.  If more than two abstracts to this solicitation are received, an internal review will be conducted to select the applicants to submit on behalf of the University of Iowa.

Applicants should have existing, or the capacity to develop, active partnerships with thematic or in-country partners, entities, and relevant stakeholders, including private sector partners and NGOs, and have demonstrable experience in administering successful and preferably similar projects.  DRL encourages applications from foreign-based NGOs headquartered in the geographic regions/countries relevant to this NOFO.  Applicants may form consortia in order to bring together organizations with varied expertise to propose a comprehensive program in one proposal.

DRL has the mission of promoting democracy and protecting human rights globally.  DRL supports projects that uphold democratic principles, support and strengthen democratic institutions, promote human rights, prevent atrocities, combat and prevent violent extremism, and build civil society around the world.  DRL typically focuses its work in countries with egregious human rights violations, where democracy and human rights advocates are under pressure and where governments are undemocratic or in transition.
