The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open source competition for organizations interested in submitting proposals for a research project that supports the following goal: Contribute to building a portfolio of evidence to further identify democracy and rights program strategies that are effective, in an effort to improve program relevance and impact. Projects should support the following objective: Provide evidence on how DRL can support citizens in engendering support from security forces – and what external factors make such support more or less likely – in repressive environments.
