EMPG (EMPG)
Description:
The Emergency Management Performance Grant (EMPG) is funded by the U.S. Department of Homeland Security s Federal Emergency Management Agency (FEMA). The federal appropriations and federal funding opportunity announcements have not been announced for this year. HSEMD is moving forward with seeking local applications in anticipation of EMPG 2024 being made available by FEMA. Interested applicants shall utilize the 2023 EMPG Federal Notice of Funding Opportunity and DRAFT 2024 EMPG Local Guidance to complete their 2024 applications. If there are any new or different grant requirements in the federal guidance for 2024 EMPG, HSEMD may require additional information from all applicants.
EMPG funds support the development and sustainment of state and local emergency management capabilities across the five mission areas part of the National Preparedness Goal. Iowa Department of Homeland Security and Emergency Management (HSEMD) is the State Administrative Agent (SAA) for EMPG.

2024 HMEP (HMEP)
Description:
The Hazardous Materials Emergency Preparedness (HMEP) grant program is intended to provide financial and technical assistance as well as national direction and guidance to enhance state, territorial, tribal, and local hazardous materials planning and training. The HMEP grant program distributes fees collected from shippers and carriers of hazardous materials to eligible Local Emergency Planning Committees (LEPCs) for hazmat planning and training.
HMEP grant funds are administered by the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration.
There is no promise of 2024 HMEP funding. At this time, there is no 2024 HMEP Federal Guidance nor final risk-based allocation amount for Iowa.
Deadline for submitting a Notice of Interest (NOI) is November 30, 2023
Application due January 17, 2024.
